During the mid to late 90s, the state of Virginia was considering legalizing offshore betting. Three companies were vying for consideration. Grand Empress Casino proposed a 110,000-square-foot homeport with restaurants, shops and waiting space accessing two casino boats. The design was modeled from a late 19th century casino located off Huntington Avenue in downtown Newport News.
